The Governor's Council on Developmental
Disabilities for Georgia, Georgia's DD Council, authorized under
Public Law 106-402, the
Developmental Disabilities Assistance and Bill of Rights Act
Amendments of 2000, is one of 55 entities of its type in the
United States and territories that report to the
U.S. Department
of Health and Human Services, Administration on Developmental
Disabilities. The GCDD is an independent agency, attached
to the Georgia
Department of Human Resources for administrative purposes.
Its activities are governed by a 27 member board, appointed by
the Governor and comprised of at least 60 percent individuals
with developmental disabilities and family members. Other
members include policymakers that represent various agencies and
organizations having a vested interest in persons with
developmental disabilities.
The GCDD serves as an advocate for all persons
with developmental disabilities. The Council is charged with
creating systems change for people with developmental
disabilities and their families to: Increase independence,
inclusion, integration, and productivity and self-determination
for people with developmental disabilities through such
activities as public policy research, analysis, and reform,
project demonstrations, and education and training. The mission
of the GCDD is to
collaborates with citizens, public and private advocacy
organizations, and policymakers to positively influence public
policies that enhance the quality of life for people with
developmental disabilities and their families. The Council
achieves its mission through public policy research and
analysis, promoting advocacy, public relations and funding
programs that support best practices and capacity building.
The Council provides a forum and resources to
promote its vision, values, goals, and mission. It continues to
influence the direction of public policy at both the state and
federal levels, to foster changes in service provision, to
reflect the needs of individuals with developmental
disabilities, and to promote public awareness of those needs. It
does not provide direct services to individuals with
developmental disabilities. Instead, the Council often acts as a
convener for agencies, together with consumers, parents, and
advocates to develop coordinated public policies. The Council
often uses its resources to commission research on policy issues
and fund model programs. The Council also funds projects to
inform decision makers, legislators, and the general public
about developmental disabilities.
The work of the Council is determined by our
5-Year Plan (PDF) and is implemented through an executive
committee, committees, and task forces to address special
issues.
